New combat aircraft procurement programme (Air2030 / F-35A selection)
Defence procurement2016-2022
As head of the DDPS (2016-2018), Parmelin relaunched the fighter-jet procurement process after the 2014 Gripen referendum failure, structuring it so the final decision rested with the people. The 2020 popular vote narrowly approved a procurement-financing framework, and in 2021 the Federal Council selected the Lockheed Martin F-35A.
Reikšmė: Central to renewing the Swiss Air Force; the procurement later became politically contentious over the contractual price (see polemics).
Covid-19 economic support measures (short-time work / RHT and hardship-case aid)
Economic / labour policy2020-2022
As head of the EAER, Parmelin led the rollout of business-support measures during the Covid-19 pandemic, including a simplified short-time work (RHT) scheme extended to 18 months and a federal-cantonal hardship-case programme for firms suffering severe revenue losses.
Reikšmė: Among the largest economic-stabilisation interventions in modern Swiss history, supporting jobs and firms through the pandemic.
EFTA-Indonesia Comprehensive Economic Partnership Agreement
Trade policy2021
Parmelin championed the free-trade agreement with Indonesia, which included sustainability conditions on palm-oil tariff concessions. It was approved in the popular vote of 7 March 2021 after an opposition referendum.
Reikšmė: First Swiss free-trade agreement to be subject to a popular vote, and the first to link tariff concessions to sustainability requirements.
Termination of the Switzerland-EU institutional framework agreement negotiations
EU relations / foreign economic policy2021
As President of the Confederation in 2021, Parmelin announced on 26 May 2021 the Federal Council's decision to end seven years of negotiations on the institutional framework agreement (accord-cadre) with the EU, citing unresolved differences on wage protection, EU citizens' rights and state aid.
Reikšmė: A major turning point in Swiss-EU relations that reset the bilateral track and led to later negotiations on a new package (Bilaterals III).
